Project Harmony is a collaborative initiative spearheaded by Royal Life Saving NSW with backing from the NSW Government and various Local Governments across Western and South Western Sydney. It aims to provide 10 complimentary swimming lessons to underprivileged preschool children in Western Sydney who have previously lacked access to such programs. These funded sessions are scheduled to take place between April and July 2024.
Research showed the highest incidents of drowning were in CALD communities in Western Sydney. Primary developed Project Harmony, a program for free or subsidised swimming lessons for 1,000 children from these communities.
Primary worked with Royal Life Saving on the media launch at the Whitlam Leisure Centre in Liverpool. We invited the Minister to the launch but as he was interstate, he was represented by the local State MP and Primary succeeded in locking in the CEO of Multicultural NSW as keynote speaker.
Primary led media engagement which garnered widespread coverage, including Sydney radio stations, news on Channel 9, Channel 10, and SBS, along with in-language interviews, A Current Affair, and the Sydney Morning Herald resulting in an audience of 710,635 across six media outlets This significantly raised awareness of the initiative and its impact on the community.
Project Harmony provided the proof of concept for continued advocacy into the NSW Budget directly to the Minister and via letters of support from Western Sydney MP’s and those who were Parliamentary Friends of Aquatic Safety.


Primary managed the media launch at the Whitlam Leisure Centre achieving coverage on Sydney radio stations, Channel 9, Channel 10, SBS and in the SMH. This significantly raised awareness of the initiative, leading to further advocacy success.
